He mentions his hosting arrangements and <a href="http://www.charcourt.com/2007/04/14/apachemysql-performance-tweaks-for-vm-server/" rel="nofollow">server tweaks on his site</a>, but AFAIK it's a virtual server hosted by <a href="http://www.bytemark.co.uk/" rel="nofollow">Bytemark</a>. As for performance, the biggest boost is given by using the <a href="http://mnm.uib.es/gallir/posts/2007/01/31/963/" rel="nofollow">WP-Cache Plug-in</a> which will create static .html cache files and serve those over dynamically generating the content each time. It's quite possibly the fastest site I've come accross, and wouldn't mind what the hosting arrangements are! (Unless you've somehow got Wordpress turbo charged..)
